According to Novyny.live: Ukrainian President Volodymyr Zelenskyy has signed legislation establishing a mandatory evacuation procedure for civilians, specifically children, from dangerous areas. The Verkhovna Rada, Ukraine's parliament, passed this law on February 10. The new rules permit the forced evacuation of children without parental consent, a measure deemed necessary to protect the lives and health of minors in areas under direct threat. This legal step underscores the severe challenges Ukraine faces in protecting its most vulnerable citizens during the ongoing conflict.
Provisions of the New Legislation
Under the new regulations, the mandatory evacuation of children will be carried out by child protection services with the assistance of the National Police. The law's urgency is highlighted by the fact that over 700,000 Ukrainian children currently remain in occupied territories. The situation is further complicated by the fact that only a little over 2,000 children have been successfully returned, illustrating the immense scale of the humanitarian and logistical challenges.
The law also prohibits entry and residence in settlements from which evacuation is being conducted without special permits. This step is designed to ensure safety and maintain control during the evacuation process, which is critically important under current wartime conditions.
