According to ТСН: Sergiy Kyslytsia has officially become the First Deputy Head of the Office of the President of Ukraine, Kyrylo Budanov. The corresponding decree No. 14/2026 was published on the president's website.

Key Tasks in the New Position

In his new position, Kyslytsia will face important tasks:

  • Ensuring communication with partners at the highest level.

  • Developing bilateral cooperation with allied countries.

  • Synchronizing actions of the Office of the President with the Ministry of Foreign Affairs for unity in foreign policy.

In addition to administrative duties, Sergiy Kyslytsia will continue to work on the diplomatic front.

"Of course, he will continue to work in the negotiation process," emphasized President Volodymyr Zelensky.

This appointment is part of a broader strategy of renewal of power, which the president announced earlier, focusing on strengthening both the security and diplomatic blocks.

Biography of Sergiy Kyslytsia

Sergiy Olegovych Kyslytsia is a diplomat, First Deputy Head of the Office of the President, and First Deputy Minister of Foreign Affairs of Ukraine (2025), Permanent Representative of Ukraine to the United Nations (2020-2024).

Place of Birth and Education

Born on August 15, 1969 in Kyiv. He received higher education at the Institute of International Relations of Kyiv State University named after Shevchenko, in the Faculty of International Law.

Career

Kyslytsia began his career at the Ministry of Foreign Affairs of Ukraine in 1992. Initially, he was an intern in the Department of European Regional Cooperation, and from 1993 he held a regular position as an attaché, later as a Third Secretary.

From 2001 to 2003 he worked as an advisor on political issues at the Ukrainian Embassy in the USA, and from 2005 as an advisor-ambassador.

In 2006 he became Deputy Director of the Second Territorial Department of the Ministry of Foreign Affairs, and from 2006 to 2014 he headed the International Organizations Department of the Ministry of Foreign Affairs. He was also a member of the Ukrainian delegation at the UN General Assembly sessions.

From 2014 to 2020, he served as Deputy Minister of Foreign Affairs of Ukraine. During this period, he represented Ukraine on the Executive Board of UNESCO and led the Ukrainian delegation at the OSCE annual meetings.

In 2019, he was appointed Permanent Representative of Ukraine to the UN with a mandate that began in February 2020.

From June 2021, Kyslytsia was the Extraordinary and Plenipotentiary Ambassador of Ukraine to the Republic of Trinidad and Tobago and the Commonwealth of the Bahamas.

In 2025, Kyslytsia was appointed First Deputy Minister of Foreign Affairs of Ukraine Andriy Sybiga.

Marital Status

Sergiy Kyslytsia is divorced and has a son, Yan.
