According to UATV: On July 21, 2023, President Volodymyr Zelensky convened a high-level session with acting Defense Minister Yevhen Khmar, Deputy Head of the Presidential Office Pavlo Palisa, and several army corps commanders. The discussions centered on frontline requirements, border defense priorities, and overall military strategy.

Commanders from the following corps participated in the meeting:

• 9th Corps
• 12th Corps
• 14th Corps
• 15th Corps
• 16th Corps
• 18th Corps
• 21st Corps
• 30th Marine Corps

According to Volodymyr Zelensky,

“We spoke with the commanders of the 9th, 12th, 14th, 15th, 16th, 18th, 21st Corps, and the 30th Marine Corps. They reported on the situation in their respective sectors, Russian troop activity, enemy plans, and our countermeasures.”

The session also covered frontline conditions, Russian military movements, and adversary intentions. The president emphasized the urgent need to bolster frontline air defense, stating:

“We discussed requirements for strengthening frontline air defense.”

New Tactical Approaches in Combat Operations

A notable development highlighted during the meeting was that Ukrainian forces, for the first time, attacked Russian positions using FPV drones launched from Barracuda unmanned surface vessels. This marks a shift in battlefield tactics and the adoption of innovative methods.
