President of Ukraine Volodymyr Zelensky presented his plan for Ukraine's victory in the war against Russia. He did this during his speech in the Verkhovna Rada on October 16. Zelensky stated that his plan consists of five points and three secret appendices, and if everything goes according to plan, the war can be ended by the end of next year.

The first point of the plan concerns inviting Ukraine to NATO. Zelensky emphasized that this will be a "testament to determination" and will show how partners view Ukraine in the security architecture. The second point of the plan is strengthening Ukraine's defense against the aggressor, and the third point is deploying a comprehensive non-nuclear deterrence package, which has a secret appendix. The fourth point of the plan is enhancing economic potential and strengthening sanctions against Russia, particularly through the use of Ukraine's natural resources. The fifth point is using the experience of Ukrainian military after the war to strengthen NATO and Europe's defense.

Zelensky stressed that the Ukrainian side provides partners with clear justification for each of the subpoints. He also noted that some additional details of the secret appendices have already been shared with some countries, but their list was not mentioned. Zelensky called on his colleagues to support his plan and collaborate for victory in this war.
