Ukrainian President Details New Billing System for Public Utilities
According to TSN.ua: Ukrainian President Volodymyr Zelenskyy has announced that citizens deprived of essential services due to Russian attacks will not be charged for them. The government has approved a system for the automatic recalculation of utility bills, which is designed to ease the financial burden on households during service outages. This measure addresses a critical hardship faced by civilians in a country where infrastructure is a frequent target.
The new policy was detailed during the President's evening address. Yuliia Svyrydenko, Ukraine's First Deputy Prime Minister, clarified that the new billing mechanism will be based solely on services actually received. Consequently, residents will not have to pay for utilities that were not provided, specifically for:
- Heating
- Water supply
- Waste removal
As of January 29, heating was unavailable in 454 residential buildings in Kyiv. The most severe situation is in the Desnianskyi district, particularly in the Troieshchyna residential area. Consumers should note that adjustments for services not rendered will be reflected in the utility bills for January, which Ukrainians will receive in January 2026.
This ensures that citizens will only pay for the utility services they actually consumed, aiming to mitigate financial losses during emergencies and shelling.
