This announcement came during talks in Tallinn, where Zelensky met with Estonian President Alar Karis and Finnish Prime Minister Petteri Orpo. The Ukrainian leader also proposed that achieving a ceasefire would require a summit involving the leaders of Ukraine, Russia, Europe, and the United States. He stressed the significance of such high-level meetings for advancing the peace process and ensuring regional stability.
