According to ТСН: The majority of Ukrainians have a negative attitude towards the Russian peace plan: 75% of respondents consider it absolutely unacceptable. Meanwhile, 72% of citizens are ready to support a joint peace plan proposed by Europe and Ukraine, albeit without much enthusiasm.

These results are demonstrated by a survey conducted by the Kyiv International Institute of Sociology. The Russian version of peaceful settlement remains unacceptable for the majority: 75% of Ukrainians do not accept it, and this figure has remained unchanged since September 2025. Only 17% expressed a willingness to support the Russian version of peace.

Support for the European Plan

In contrast, the plan proposed by Europe and Ukraine enjoys significantly greater support: 72% of respondents are ready to approve it, but 14% are categorically opposed. By comparison, in September 2025, support for the European-Ukrainian plan was 74%, indicating slight changes within the margin of statistical error. There also increased the number of those who are ready to 'easily agree to this plan': from 18% to 31%.

The KMIIS survey was conducted from November 26 to December 13 by telephone interviews in all controlled regions of Ukraine, with 547 respondents aged 18 and older surveyed.

President Volodymyr Zelensky noted that the peace plan regarding Ukraine may not please everyone, but it is important that it is fair, effective, and does not allow new aggression from Russia. He emphasized that the plan contains 'many compromises' and should work 'for the benefit of Ukraine.' The latest changes and comments to the plan were agreed upon with the USA.

Thus, the survey indicates that Ukrainians trust the European version of peaceful settlement more. This is a good illustration of how the people perceive international support and which scenarios they consider acceptable for Ukraine's future. The situation remains dynamic, and the further development of events in this area will be important for all parties to the conflict.
