Reasons for the price increase of fuel in October 2025

Currently, the average is 58.72 UAH/l, and diesel fuel – 55.87 UAH/l. However, experts predict that prices may rise due to a number of factors:

  • Import restrictions: from October, the Security Service of Ukraine will check Indian petroleum products, which have a significant share of supplies, for the presence of Russian oil.

  • Sanctions against the port of Constanța: approximately 25% of fuel is supplied through the Romanian port, where Indian and Turkish petroleum products prevail.

  • Rising excise taxes: from January 1, 2026, excises on gasoline will increase to 300 euros per 1000 liters, while for diesel – to 253.8 euros, which may add 1.5-2 UAH to the price per liter.

Situation in the fuel market of Ukraine in autumn 2025

Gennady Ryabtsov, an energy expert, comments:

'I do not understand how one can establish, besides checking the documents, that fuel is made from Russian oil. There are no possibilities in the ports to conduct the relevant analysis.'

Serhiy Kuyun, head of the 'Consulting Group A-95', adds:

'The philosophy regarding Constanța is this: if you work with Indian fuel, you will lose Ukraine as a client.'

Import restrictions are forcing traders to search for alternative supply sources, particularly from Greece, which may be complicated by autumn storms. However, the fuel market in Ukraine today is more diversified than in 2022, when heavy dependency on Russia and Belarus led to a crisis. Currently, supplies come from various countries, reducing the risk of shortages.

Thus, in the face of new challenges and restrictions, the Ukrainian fuel market is trying to adapt to changes. Traders are looking for new supply routes to ensure price stability, and consumers should be prepared for potential fluctuations in fuel costs in the near future. This underscores the importance of economic cohesion and readiness to adapt to market transformations.
