Ukraine’s Employee Reservation Rules Updated: Which Workers Are Now Exempt from Mobilization.
Revised Guidelines for Deferring Employees from Military Service
According to TSN.ua: Ukraine has updated its rules for reserving employees from mobilization, now allowing companies crucial to the defense sector to defer workers whose military registration data is incomplete. This change aims to maintain stability in industries that are vital to national security.
Under the new regulations, employees with unverified military records can be reserved at enterprises performing defense-related functions. Reservations are valid for up to 45 days, giving businesses time to adjust their operations during mobilization. It is important to note that officials in state and local government bodies are exempt from mobilization for the entire duration of the draft period.
How to Reserve Employees
Additionally, starting February 1, 2026, the processing time for reservation applications submitted through the Diia platform will be reduced to 72 hours. This change simplifies the process, enabling companies to obtain the necessary approvals more quickly.
How to apply for employee reservation? Follow these steps:
- Log in using a qualified electronic signature (QES);
- Select the 'Employee Reservation' service;
- Confirm the company’s details;
- Enter the employees’ information;
- Have the application signed by the director or an authorized representative;
- Track the application status in your personal account.
These steps will help businesses efficiently manage the reservation process and protect their employees’ jobs during mobilization.
The updated reservation rules represent a key effort to support stability in Ukraine’s strategic economic sectors. By allowing defense-critical companies to retain skilled personnel, the policy aims to boost operational efficiency during wartime challenges. Simplifying the process through the Diia platform also reflects the government’s push for faster, more flexible responses to business needs in a mobilization environment.
