According to Novyny.live: On July 1, Economy Minister Oleksiy Sobolev announced the mandatory criteria companies must meet to exempt employees from military mobilization, emphasizing that the mechanism is under government control. During his address, the minister highlighted the importance of establishing clear conditions for enterprises seeking critical status.

Exemption Criteria

To qualify for the exemption process, businesses must satisfy several conditions, as outlined by the minister:

  • The average monthly salary at the company must be at least 26,000 hryvnias, or 21,600 hryvnias for enterprises operating in frontline areas;
  • Annual tax payments must exceed 1.5 million hryvnias;
  • Annual foreign currency revenue must reach 32 million euros.

According to available data, complaints about violations of citizens' rights during mobilization surged 333-fold in 2025, underscoring the timeliness of these new measures. In total, the list of exemption criteria now spans several hundred items, reflecting the need for a detailed approach amid current challenges.
