The former Minister of Foreign Affairs believes that Budanov's appointment is a serious political deal among the key actors of Ukrainian power since 2022 and may mark the beginning of restoring constitutional balance in the country.
He also emphasized the strategic thinking of the new head of the President's Office, noting his ability to plan several steps ahead.
“Kyrylo is one of the few people in Ukraine at this level who can think several steps ahead.”
Unlike the previous head of the President's Office, Budanov, according to Kuleba, has a different psychotype and internal culture that affect his decision-making style and interaction with partners.
“Simply due to the psychotypes and internal culture, Budanov and Yermak are directly opposite personalities.”
This also sends a clear signal of change to international partners.
“For our foreign partners, the signal is very simple: what was will no longer be.”
Dmytro Kuleba added that the achievement of an agreement between President Volodymyr Zelensky and Kyrylo Budanov indicates the political maturity of the new head of the OPU.
“The fact that they managed to reach an agreement - for me, it is a sign of the recovery of the Ukrainian political landscape. And the fact that Kyrylo entered into this agreement also speaks of his political maturity.”
