According to inkorr.com: Men aged 18 to 22 planning to travel abroad will need a military registration document in paper or electronic form. This was reported by the publication 'Glavcom', citing the words of State Border Service spokesperson Andriy Demchenko in a comment to UP.

"Regarding the possibility of crossing the border by men aged 18 to 22, we emphasize that to cross the border one must have both a passport document that allows crossing the border, as well as a military registration document (or a military registration document in electronic form), which must be presented upon request by a representative of the State Border Service at border crossing points through the state border of Ukraine," he said.

According to the border guard, this document has not yet been published, and final information about changes will be available after the publication of the resolution on the government website. At the same time, the new rules do not apply to individuals holding certain positions in government bodies or local self-government. They may only travel for official business trips.

Increased responsibility for violations of border crossing

The government has updated the procedure for crossing the state border. Now men aged 18 to 22 can cross the border unhindered during martial law.

The Cabinet of Ministers of Ukraine has submitted a draft law to the Verkhovna Rada that significantly increases responsibility for violations related to crossing the state border. This document provides for criminal liability for illegal departure and violations of the established duration of stay outside Ukraine for conscript age men.

According to the draft law, the Criminal Code of Ukraine is proposed to be supplemented with a new part of Article 332-2. For illegal crossing or attempted illegal crossing of the state border under conditions of martial or emergency state – by any means outside crossing points, without appropriate documents or with their forgery – a fine of 7 to 10 thousand non-taxable minimum incomes of citizens (from UAH 51 thousand to UAH 170 thousand), or imprisonment for up to three years is provided.

Thus, the government has introduced a draft law that strengthens responsibility for violations of border crossing rules and requires men aged 18 to 22 to have a military registration document for traveling abroad. New rules stipulate that for illegal crossing of the border during martial or emergency state, fines may be imposed or imprisonment for up to three years may be threatened.

These changes aim to ensure control over the departure of young men abroad and increase the level of responsibility for violations. The government also emphasizes the importance of adhering to legislative norms, especially in conditions of martial law, to secure the country during times of crisis.
