Population Decline Is Inevitable: Why Ukraine's Youth Won't Reverse the Demographic Crisis.

Will Young Ukrainians Ever Come Back?

According to Novyny.live: According to Ella Libanova, director of the Institute of Demography and Social Studies at the National Academy of Sciences of Ukraine, younger Ukrainians are more likely to return home than older generations—but this won't stop the country's population from shrinking. Her assessment points to two main drivers: a large elderly population and a persistently low birth rate. These structural issues, she argues, make depopulation unavoidable regardless of migration trends.

Currently, roughly 5 million Ukrainians have left the country, sparking widespread concern about the nation's demographic future. Libanova notes that younger people tend to have a higher propensity to return, likely because they seek opportunities for personal and professional growth abroad. However, even their eventual return cannot offset the broader downward trend in population numbers.

Ukraine's Demographic Challenges

Low fertility remains a severe problem in Ukraine. Combined with a high proportion of elderly citizens, this creates a trajectory toward inevitable population decline. Libanova emphasizes that

“depopulation is inevitable”
unless concrete measures are taken to improve the country's demographic outlook.

So while young people may hold some potential for returning, Ukraine's demographic hurdles remain critical. Finding effective solutions—ones that encourage both repatriation and higher birth rates—is essential for reversing the population slide and strengthening the country's socioeconomic fabric.

The question of whether young Ukrainians will return is especially pressing given how demographic shifts can dramatically shape the nation's economic and social development. A successful influx of young professionals could spur economic recovery, but without comprehensive policies to boost fertility and support families, Ukraine will struggle to overcome the challenges posed by depopulation. Creating living conditions that encourage people not only to come back but also to stay remains a key priority.
