The state did not provide conditions for attracting investors to green energy – expert.
The state did not create the necessary conditions and incentives for attracting investors to the 'green' auctions for the construction of renewable energy. This was reported by Andrian Prokip, an expert of the 'Energy' program at the analytical center of the Ukrainian Institute for the Future.
Unfortunately, the auction did not take place - no one applied for it
According to him, the first reason for this problem is that the legislation prohibits companies that already operate in the renewable energy sector and receive a green tariff or market premium from participating in the auctions.
In other words, experienced companies in the domestic renewable energy sector are prohibited from participating in the auctions
The expert noted that this restriction does not contribute to the inflow of new Western companies into Ukraine. According to the quota support distribution rules for 2024 set by the government, the construction of 88 MW of wind farms, 11 MW of solar power plants on the left bank of the Dnipro, and 11 MW using biomass, biogas, and small hydropower is envisaged.
Expecting a new investor unfamiliar with Ukraine to come into such a small project in wartime conditions is futile
Prokip believes that with such an approach, it will be difficult for the state to fulfill the National Renewable Energy Plan by 2030, which provides that 27% of final energy consumption will be supplied by renewable energy resources.
The legislator must review the approaches to holding auctions. Because it's either for show or real construction of distributed generation
Previously, experts predicted that the multi-billion debts of Gurpok to renewable energy enterprises significantly reduce the interest of investors in participating in green auctions. The total debt of the SE 'Guaranteed Buyer' to domestic green energy producers is about 35.8 billion UAH.
