Ukraine Proposes Performance-Based Pay for Civil Servants.
Salary Calculation Overhaul
According to Novyny.live: A new proposal in Ukraine aims to revamp how civil servants are compensated, linking their wages directly to job performance and key performance indicators. The initiative includes a broader reform of the pay system, reducing staff numbers in state agencies, and introducing fully digital document management. A corresponding petition (No. 41/010146-26ep) has already been submitted to the Cabinet of Ministers of Ukraine. For context, this push aligns with ongoing efforts to modernize Ukraine's public sector and increase transparency.
The petition also highlights the 'State in a Smartphone' concept, which seeks to simplify access to all administrative services through mobile applications. If implemented, this could significantly ease how citizens interact with government bodies and reduce waiting times for services.
Minimum Wage and Bonuses
Under Law 4282-IX, the minimum salary for civil servants in 2026 will be set at 8,320 UAH. Top officials in state bodies could earn a base salary of up to 124,800 UAH, with bonuses capped at 30% of the monthly official salary. These changes are designed to boost employee motivation and enhance the overall efficiency of the civil service.
Only 87 days remain to collect signatures for the petition. If it gains sufficient support, Ukraine could see major changes to its public administration and compensation systems in the near future.
This initiative could mark a pivotal step in reforming Ukraine's civil service, as it targets greater efficiency and accountability in state operations. Introducing performance-based pay mechanisms may encourage workers to be more productive, potentially improving the quality of public services.
