According to Novyny.live: Starting in 2026, Ukrainian citizens employed in state and municipal institutions will be eligible for a longevity bonus added to their base salary. This provision is established by Law No. 4695-IX 'On the State Budget for 2026'. The bonuses apply to various categories of public sector employees, including civil servants, educators, and other budget-funded personnel. These measures are part of broader public administration reforms aimed at retaining experienced staff.
Civil servants will receive 2% of their salary for each year of service, capped at a maximum of 30%. This means the full bonus is reached after 15 years of state service. Teachers, academic staff, and scientific personnel will receive higher bonuses at specific milestones: 10% after 3 years, 20% after 10 years, and 30% after 20 years of service. Employees in cultural institutions, physical culture and sports, and social protection sectors will receive bonuses on the same scale as teachers.
Increase in Base Pay Rates
Effective January 1, 2026, the base tariff rate for a first-grade employee will rise to 3,470 hryvnias, up from the previous rate of 3,195 hryvnias. The hourly wage rate will also increase to 52 hryvnias. This pay raise reflects the government's effort to improve working conditions for public sector employees and incentivize their continued service.
The following groups in Ukraine are entitled to the longevity bonus:
- Accountants
- Civil Servants
- Medical Workers
- Teachers
- Academic and Teaching Staff
- Budget Sector Employees
Bonus amounts vary, but the main categories remain consistent: civil servants get 2% per year, while teachers and workers in culture, sports, and social protection receive 10% for 3 years, 20% for 10 years, and 30% for 20 years of service. These changes are designed to support public sector professionals and encourage long-term careers in government roles.
