Up to 70% Advance Payments for Drones and Components: Ukraine’s eBaly Program Expands Military Procurement.
A New Direction for the eBaly Initiative
According to Novyny.live: Starting in March 2023, Ukraine’s eBaly program for Armed Forces units has taken a significant step forward. It now allows the purchase not only of finished products but also of individual components, and introduces a new financing model where up to 70% of the cost can be paid in advance. This change is designed to improve military supply chains and increase operational flexibility on the battlefield.
Under the updated rules, military units can exchange their eBaly credits for components in addition to ready-made equipment. The list of eligible parts includes:
- communication devices
- video cameras
- receivers
- repeaters
- navigation and power supply systems
- release mechanisms
- controllers
- software
This allows soldiers to customize and upgrade their systems for specific missions, rapidly adapting technology to front-line needs. As Deputy Prime Minister Mykhailo Fedorov stated,
“Units now have more options. eBaly can be exchanged not just for complete solutions, but also for components. The result is greater flexibility on the battlefield.”
Advance Payments and International Partnerships
In addition, the program introduces a mechanism for advance payments of up to 70% of the total order value. According to the Ministry of Defense, this will enable manufacturers to scale up production and more quickly meet the demands of the front line. Ukraine is already collaborating with Germany, the United Kingdom, Denmark, and the Netherlands on drone manufacturing. These joint efforts, combined with the expanded eBaly program, are strengthening the country’s defense capabilities amid ongoing aggression.
During the winter period, Russia suffered over 92,000 killed and seriously wounded—each case confirmed by video evidence. In this context, it is critical that Ukrainian forces have access to the necessary technology and components. The eBaly program is becoming a vital tool for equipping the army with modern combat systems and enhancing its overall effectiveness.
The changes to eBaly reflect Ukraine’s commitment to adapting to modern battlefield challenges and ensuring its military units have the resources they need. The ability to provide up to 70% advance payments could be a game-changer for producers, allowing them to respond faster to front-line requirements.
