Pension Fraud Case Rocks Kyiv City Administration

According to Novyny.live: A former director of the Social Policy Department at the Kyiv City State Administration (KCSA) is set to stand trial for orchestrating a fraud involving disability benefits. The ex-official unlawfully obtained more than 300,000 Ukrainian hryvnias in state funds by submitting falsified medical diagnoses. The case has been forwarded to court by the Kyiv prosecutor's office, where the accused will face charges for the crimes committed. This case underscores ongoing concerns about corruption within Ukraine's social welfare systems.

How the Deception Unfolded and Its Consequences

According to investigators, the official's illicit activities began in September 2022 when he approached a district medical and social expert commission (MSEC). Based on the documents he provided, the commission granted him a second-degree disability status valid for two years. As a result, he received nearly 305,000 UAH in pension payments, which were later found to have been illegally awarded. The fraud was uncovered in February 2025, and Ukraine's Pension Fund is now demanding the return of the improperly disbursed funds.

The former director now faces criminal charges for fraud and document forgery. If convicted, he could be sentenced to three to five years in prison. The case has already been submitted to the court, and further legal steps will be taken to hold the perpetrator accountable.

This incident highlights serious flaws in Ukraine's social protection system and the oversight of pension payments.

The situation emphasizes the urgent need to strengthen document verification mechanisms to prevent fraud, especially given the constraints on public funds. Investigations into such cases could pave the way for reforms in social policy and pension administration.
