The governments of Iran and Russia have signed an agreement that is considered a strategic partnership. This indicates a strengthening of relations between these two countries. However, expert Igor Semivolos believes that this agreement does not pose a threat to Ukraine. Unlike North Korea, Iran has no intention of sending its military personnel to assist Russia.

According to the expert, Iran hopes for the resumption of negotiations with the United States and is likely not to change its position. The agreement also does not provide security guarantees for the countries, which indicates that Russia is not ready to guarantee Iran's security, and Iran does not commit to protecting Russia. The expert also points out that Iran refuses to recognize the occupied territories of Ukraine as Russian, which shows that Iran does not wish to go as far as North Korea.

The main aspect of the agreement is economic advantages, particularly the expansion of Russian exports to the shores of the Indian Ocean via the 'South-North-South' route. For the past five years, Russia has been trying to address this issue.

However, at this moment, the main railway, which is a key part of this route, is not operating at full capacity, so Iran and Russia are discussing the possibility of investments. Azerbaijan is also involved in these negotiations as it seeks to create a transport hub but at the same Time understands the risks associated with strengthening ties between Iran and Russia through its territory.

Overall, the agreement between Iran and Russia confirms the strengthening of ties between them but does not pose a threat to Ukraine.
