Ukraine's New E-Declaration System: Which Military Personnel Must File Starting in 2026.
Electronic Asset Declaration in Ukraine
According to TSN.ua: Ukraine will launch a nationwide electronic asset declaration system on January 1, 2026. All eligible individuals will be able to file their declarations for the 2025 fiscal year by April 1, 2026. This initiative is a key part of the country's anti-corruption framework, continuing despite the ongoing war. Notably, certain categories of military personnel are still legally required to submit their declarations by the specified deadline.
Declaration Requirements for Military and Defense Personnel
While a general deferral for filing declarations has been granted to members of the Armed Forces of Ukraine, this exemption does not apply to all defense sector officials. Annual declaration remains mandatory for specific senior and procurement-related roles. This includes ministers and deputy ministers of defense, as well as military personnel serving within the apparatus of the Ministry of Defense of Ukraine.
- Members of military-medical and medical-flight commissions are also obligated to file.
- Military personnel serving in territorial recruitment and social support centers.
- Military personnel involved in procuring goods for defense purposes.
Adherence to these financial control requirements is compulsory for the listed categories, underscoring the critical need for transparency within the defense sector during wartime. This system is designed to track the use of substantial defense expenditures and international aid.
The introduction of mandatory e-declaration represents a significant step toward greater accountability and transparency in Ukraine's public sector. By ensuring oversight of financial resources used for defense, the system aims to strengthen public trust in military institutions. The international community closely watches such reforms, as they are often linked to continued financial and military support for Ukraine's security and defense sector modernization.
