EU Launches First Negotiation Cluster with Ukraine: What This Means for Membership.
Opening of the 'Fundamentals' Negotiation Cluster
According to UATV: The European Union has initiated the first negotiation cluster, titled 'Fundamentals,' as part of Ukraine's integration process. This milestone moves Ukraine into a substantive phase of talks, underscoring the country's commitment to aligning with EU standards.
On June 15, 2023, this initial cluster was officially opened. According to Igor Chalenko, this cluster serves as the cornerstone of the entire negotiation framework. He emphasized that
“the opening of the first cluster demonstrates that Ukraine will become a full EU member”, signaling the nation's readiness for deeper integration into the European community.
Ukraine has already adopted approximately 300 laws—out of nearly 1,800 required steps—to harmonize with EU legislation, reflecting the seriousness of its European aspirations. Chalenko also noted that
“Ukraine's EU membership is one of the security guarantees after the war ends”, positioning membership as a key factor for stability and development in the post-conflict period.
It is worth noting that Hungary's veto on Ukraine's EU integration persisted from 2023, yet Ukraine continues to advance despite these challenges. President Volodymyr Zelenskyy, Prime Minister Denys Shmyhal, and Chairman of the Verkhovna Rada Ruslan Stefanchuk signed the EU membership application in 2022, marking a pivotal step in the integration process.
Furthermore, Ukraine aims to be technically ready for EU accession by 2027. Chalenko highlighted that aligning with EU standards will enhance the competitiveness of Ukrainian products, a crucial factor for economic growth and integration into European markets.
