First Negotiation Cluster to Open
According to UATV: The European Union has formally approved the opening of the first cluster of accession negotiations with Ukraine and Moldova. This milestone follows sustained efforts by both the Ukrainian and Moldovan governments. The official launch is scheduled for June 15, 2023, in Luxembourg.
On June 12, 2023, EU member states agreed on a framework to begin membership talks with Ukraine and Moldova. As part of this process, the first cluster—dubbed 'Fundamentals'—will be inaugurated in Luxembourg on June 15. Actual negotiations for Ukraine's EU accession are expected to start in June 2024. Notably, Hungary had previously blocked the process but has now consented to opening this initial cluster. All six clusters could potentially be opened by the end of July 2023.

Ukrainian President Volodymyr Zelenskyy emphasized that 'Kyiv is doing everything to open all clusters.'
EU representative Peter Magyar expressed confidence that 'the achieved result will significantly contribute to the development of bilateral relations based on mutual respect and understanding.'
Portuguese Prime Minister António Costa also noted that 'the European Union has taken an important step forward.'
