Will Ukraine Introduce Digital Draft Notices?

According to Novyny.live: According to military lawyer Taras Borovsky, the Diia and Reserve+ applications will not be used to send summonses to Territorial Recruitment Centers (TCCs). This clarification comes amid circulating claims that electronic draft notices are imminent—claims that Borovsky attributes to a hostile information and psychological operation (IPSO).

Officials from the Ministry of Digital Transformation have also confirmed that the Diia app will not include a feature for receiving such notices. Nevertheless, the push to digitize the notification process remains a live discussion.

“I predict that at some point, summonses may be sent via email and will be considered legally delivered,” said Taras Borovsky.
He added that while electronic draft notices are likely coming, they will not be introduced as early as April 1.

A Large-Scale Military Data Update Campaign

In spring 2024, a sweeping campaign to update military registration records is underway, during which millions of conscripts have submitted their email addresses to official registries. Borovsky also emphasized that TCCs are not permitted to detain individuals who are not listed as wanted. This underscores the importance of adhering to legal procedures and citizens’ rights in military-related matters.

The introduction of electronic draft notices in Ukraine remains on the agenda, though no specific timeline has been set. Given the current focus on information security and legal compliance, any changes to the notification system must be carefully considered and aligned with societal needs. In this context, the ongoing campaign to refresh military records could serve as a crucial step toward a fully digital system of registration and communication with those liable for military service.
