EU Commission Sends Kyiv a List of 11 Laws Needed to Unlock €4 Billion.
Legislative Steps Toward Securing Funding
According to Novyny.live: To unlock up to €4 billion in financial support, the European Commission has submitted a set of 11 legislative proposals to Ukraine’s parliament, the Verkhovna Rada. These bills address outstanding commitments identified last year and have already been coordinated with relevant parliamentary committees, signaling readiness for debate and approval.
The letter was sent by European Commissioner Marta Kos to Ruslan Stefanchuk, the Speaker of the Verkhovna Rada. In her message, Kos stressed the significance of the reforms, stating:
“These reforms advance Ukraine’s path toward membership and are part of the Ukraine Plan. Their swift and effective adoption would unlock up to €4 billion in funding for Ukraine.”
Key Legislative Initiatives
The package includes several critical measures:
- laws on the enforcement and digitalization of court rulings;
- judicial integrity declarations;
- amendments to the civil service law;
- reforms in the energy and railway sectors.
If passed, these initiatives could significantly shape Ukraine’s development and its integration into European structures.
However, obstacles remain. Budapest has refused to back the allocation of €90 billion to Ukraine, and Slovakia has joined in blocking this funding. These stances could affect the legislative process and the implementation of necessary reforms.
Securing EU funding is vital for Ukraine, as it not only enables key reforms but also bolsters the country’s European integration efforts. Successful passage of the proposed laws would mark a major step forward. Yet, resistance from certain EU member states highlights the complexity of the process and the need for active engagement with international partners to ensure stability and support for Ukraine during this challenging period.
