EU Commission Halts Payments to Ukraine Over Unmet Conditions for Two Loan Tranches.

According to Espreso.tv: The European Commission has suspended disbursements to Ukraine after identifying unmet benchmarks tied to the fourth and fifth tranches of financial assistance. Two crucial milestones remain outstanding in the country, preventing the completion of requirements needed to unlock these funds.
The fourth tranche amounts to nearly €300 million, while the fifth tranche is valued at over €380 million. Final deadlines for fulfilling these conditions were set for June 30 and September 29, 2026. A European Commission spokesperson stated,
“There are two steps related to the 4th and 5th tranches that were not completed on time”and added,
“This means they have not yet been paid out”.
Unmet Milestones and Their Consequences
For the fourth tranche, the outstanding requirement involves 'increasing the staffing of the High Anti-Corruption Court.' In the case of the fifth tranche, the issue centers on 'the entry into force of legislation revising judges' integrity declarations and their verification procedures.' An EU Commission official warned that 'if Ukraine fails to meet these demands on schedule, a procedure for a final reduction of payments may be triggered.'
Despite these setbacks, Ukraine received the seventh tranche of funding on June 8, totaling €2.8 billion, of which €2.6 billion was actually deposited into the state budget. Overall support under the program has now exceeded €29.4 billion. Yulia Svyrydenko confirmed the receipt of this seventh tranche.
The suspension of financial disbursements by the European Commission underscores the critical importance of fulfilling reform-related conditions in Ukraine, particularly in the areas of justice and anti-corruption. Meeting these requirements is essential for continued financial backing, which helps sustain Ukraine amid economic hardship, especially during wartime. At the same time, the receipt of the seventh tranche shows that, despite difficulties, Ukraine continues to receive support from international partners, which can positively impact the country's budget stability.
