Ukraine is Creating a Security Guarantee System: The Role of the Armed Forces, the EU, and the USA.
According to ТСН: In Ukraine, work is ongoing to create a comprehensive security guarantee system based on a multilateral agreement. This document foresees a clear delineation of roles between the Armed Forces of Ukraine, European allies, and the United States.
Structure of Future Agreements
Advisor to the Head of the President’s Office, Oleksandr Bevz, shared details about this system. He emphasized that the Armed Forces of Ukraine continue to play a central role in ensuring security.
"Everyone understands that the Armed Forces of Ukraine are the first level of defense," emphasized Bevz.
The framework agreement is intended to regulate the interaction of all guarantor countries, particularly in the context of the deployment of multinational forces under European command. These forces may be engaged to support security on land, in the air, and at sea.
"There are Europe-led multinational forces that will be stationed in Ukraine and will be involved in ensuring security in one way or another," explained a representative of the President’s Office.
A separate role in this system is played by support from the United States, as noted by Bevz.
"There is an American 'back-stop' that supports these multinational forces," he said.
He also added that the military is working on aligning the military component - both in the context of a prepared bilateral agreement with the USA and regarding guarantees from European partners.
Plans of European Allies
European allies are preparing to finalize security plans after a ceasefire. In January, representatives of the 'coalition of the willing', led by France and Great Britain, are to finalize the details of long-term support for Kyiv. This includes possible troop deployments, deterrent mechanisms, financial assistance, and supply of weapons. European capitals are also awaiting an official response from Moscow on the 20-point plan for ending the war.
Thus, the creation of a security guarantee system in Ukraine is gaining momentum. It is expected that coordination between Ukrainian military and international partners will strengthen the country's defense positions. The plans of European allies also indicate a readiness to continue supporting Ukraine in this difficult time, confirming the importance of international cooperation in ensuring peace in the region.
