Musician Border Exit Scandal Unfolds in Ukraine

According to Espreso.tv: Ukraine's Prosecutor General, Ruslan Kravchenko, has disclosed a scandal involving eight men who left the country by pretending to be members of a musical band. This incident has triggered a pre-trial investigation under Part 2 of Article 332 of Ukraine's Criminal Code. The State Border Guard Service has also launched its own review of the case. For context, Ukraine has been under martial law since Russia's full-scale invasion in 2022, which generally prohibits military-age men from leaving the country.

New Travel Rules for Artists Take Effect

Starting in March 2025, Ukraine's Ministry of Culture temporarily suspended issuing permits for artists to travel abroad, as part of updated exit regulations that took effect that month. Under these new rules, artists are now limited to a maximum of 60 days overseas. To obtain an exit permit, applications must be submitted at least 15 days before the planned departure.

Ruslan Kravchenko stressed the importance of upholding the law, stating: 'During wartime, any official decision regarding the departure of military-age men abroad is a matter of national security, trust in institutions, and fairness toward those fulfilling their duty to the country. Holding a position does not grant the right to bypass the law.'

This case highlights the critical need for oversight of individuals leaving Ukraine during the war, when security concerns are paramount. Law enforcement actions aim to enforce the new artist travel rules, which were designed to prevent abuses and illegal exits by military-age men.

The ongoing efforts by the State Border Guard Service and the Prosecutor General's Office could shape public trust in state institutions as they handle this situation.
