Ukraine and Moldova Ready to Unlock All Five EU Accession Clusters.
Ukraine’s Path to EU Membership
According to UATV: Both Ukraine and Moldova have signaled their readiness to open all five negotiation clusters required for European Union membership. The European Commission is urging EU member states to give a green light on this matter. Accession talks for Ukraine formally began in June 2026, marking a pivotal milestone as Euro-Atlantic integration remains a core strategic objective for both nations.
On July 8, Ukrainian President Volodymyr Zelenskyy met with European Council President António Costa on the sidelines of the NATO summit in Ankara. Their discussion focused on advancing the opening of the remaining five negotiation clusters. Members of the European Parliament have also called for constructive dialogue on Ukraine’s European path, reflecting strong backing from EU institutions.
A recent assessment of Ukraine’s reform progress highlights advances in judicial reform and anti-corruption efforts—key prerequisites for deeper EU integration. Guillaume Mercier remarked:
“We believe all conditions are now met for Moldova and Ukraine to open all clusters.”This statement underscores that both countries have fulfilled the necessary requirements set by the European Union.
Analysts stress the strategic importance of Ukraine, Moldova, and Georgia moving toward the EU. Yekaterina Odarchenko warned:
“If Ukraine, Moldova, and Georgia do not move toward the EU, they will inevitably drift toward cooperation with Russia.”Such a shift would jeopardize their European aspirations and security.
At the same time, Ruslan Rokhov pointed to ongoing challenges in relations with Poland: “Today we are witnessing some tension in relations with Poland, but historical differences between our countries should not become an obstacle on the path to European integration.” This indicates that despite current difficulties, Ukraine remains committed to its EU trajectory.
Overall, Ukraine and Moldova are demonstrating their preparedness to advance the cluster-based accession negotiations. The European Commission’s support and positive reform assessments underscore the significance of this process for both nations.
Bringing Ukraine and Moldova into the European Union would represent a major step in strengthening political and economic ties between these countries and the bloc. Sustaining reform momentum and resolving bilateral issues—such as those with Poland—are critical to successful integration. The Commission’s endorsement signals that European partners are invested in regional stability and development, which bodes well for Ukraine’s and Moldova’s future within the European community.
