These digital procedures are designed to cut through administrative red tape and accelerate decision-making.

Under the updated system, transfer requests are now sent directly from a soldier’s unit to the General Staff, bypassing previous layers of approval that involved army corps headquarters and operational commands. Recommendation letters, once required in paper form for transfers, will now be handled exclusively online. This change aims to reduce instances of AWOL by simplifying the path back to active duty.

Accountability Measures for Service Members

The General Staff has stressed that recommendation letters must not be used as a loophole to move from a combat brigade operating on an active front line to a unit with more comfortable service conditions. At the same time, Ukrainian lawmakers are considering legislation that would treat soldiers who go AWOL similarly to individuals who evade child support payments.
