Bakhmatov Criticizes Kyiv's Disorder and Klitschko's Responsibility
According to Novyny.live: Maksym Bakhmatov, head of Kyiv's Desnianskyi District State Administration, has publicly criticized the capital's mayor, Vitali Klitschko, for the city's chaotic state and is demanding he face criminal charges for the failure to prepare for the 2025-2026 heating season. Bakhmatov asserts that Klitschko bears full responsibility for the situation, as he controls the entire city budget and appoints the heads of all municipal departments and utility companies. This dispute highlights internal political tensions within Ukraine's capital as it faces the immense challenge of wartime infrastructure management.
Ukrainian President Volodymyr Zelenskyy has also expressed concern, noting that Kyiv is currently the only region without a secured winter preparedness plan. In light of this criticism, Bakhmatov has questioned Klitschko's actions, asking:
“What was he (Klitschko) doing for 4 years? Did missiles not hit the thermal power plants for 4 years? Was it not clear they would target the power plants?.... He (Klitschko) botched Kyiv's preparation for all these troubles and the catastrophe. He must be held accountable, including criminally.” - Maksym Bakhmatov
Furthermore, the situation regarding the connection of generators to the power grid is under discussion. Kyiv has failed to connect ten generators provided by Khmelnytskyi. This issue raises additional questions about the capital's leadership and its ability to adequately respond to the challenges of winter preparation.

Bakhmatov's criticism casts doubt on the effectiveness of Kyiv's management during preparations for the winter season, especially under wartime conditions where proper readiness is critical.
