Who in the Armed Forces of Ukraine can obtain officer ranks and leadership positions? Decree of Zelensky.
The President of Ukraine, Volodymyr Zelensky, signed a decree allowing military personnel with higher education and leadership experience in civilian life to be appointed to leadership positions in the Armed Forces of Ukraine, including the rank of colonel. This was reported by the Ministry of Defense of Ukraine.
According to the ministry's information, soldiers, sergeants, and senior sergeants with at least 2 years of leadership experience and a master's degree can receive the rank of junior lieutenant and an officer position simultaneously.
Our goal is to engage those who possess management experience for officer positions in the Armed Forces of Ukraine. The key factor for appointment to leadership positions should be practical management skills, not just years of service or rank, emphasized Defense Minister Rustem Umerov.
The changes stipulate that there are no longer any restrictions on the staffing and job category for such military personnel. Additionally, they are not subject to the requirement of mandatory military training or signing an additional contract.
Moreover, military personnel with a bachelor's degree and officer training courses can also receive the rank of junior lieutenant and occupy officer positions.
Many strong specialists have been mobilized into the army. Previously, without officer education, they could only hold soldier positions. We need to replenish the army with qualified personnel and provide managers with excellent experience all the opportunities for development, noted Deputy Minister of Defense for Digitalization Kateryna Chernohorenko.
