Oleksandr Kharchenko, director of the Energy Research Center, explains that the city is building a multi-layered system designed to maintain uninterrupted heating even during emergencies.

A central feature of this plan is the growth of a mini-CHP network operating on cogeneration principles. These plants can function independently during a blackout, a critical capability for preserving heat in crisis scenarios. As a second layer of defense, the system also incorporates powerful diesel generators to bolster reliability.
