Kyiv Falls Behind on Winter Readiness: National Security Council Meeting Called Over $4 Billion Allocation.
Kyiv's Heating Season Preparations
According to Novyny.live: Despite substantial state funding and support, the capital is lagging in its winter preparations, according to Deputy Prime Minister Yuliia Svyrydenko. She stressed that Kyiv must be properly and proactively equipped to handle any challenges during the upcoming autumn-winter period.
On June 18, 2023, Svyrydenko addressed the city's winter readiness, noting that nearly 4 billion hryvnias have been allocated from the state budget's reserve fund—a clear sign of serious commitment to ensuring comfortable conditions for residents. The co-financing ratio stands at 50% of the required measures, highlighting the need for close cooperation between national and local authorities.
Additionally, the State Restoration Agency is carrying out critically important infrastructure work to prepare for winter. However, Svyrydenko pointed out that despite Kyiv having the largest municipal budget in Ukraine, the pace of preparation for the next heating season remains insufficient.

The government plans to review Kyiv's winter readiness during a session of the National Security and Defense Council of Ukraine—a move that underscores the high priority placed on the capital's energy security. Yet, the city faces serious hurdles, and time is running short.
