New Export Control Mechanism Takes Effect

According to Novyny.live: On July 1, Yuliia Svyrydenko announced that Ukraine’s Cabinet of Ministers is rolling out a specialized system to regulate the export of domestically produced weapons and defense technologies. Designed to bolster the country’s defense manufacturing sector, this framework will remain in force for the duration of martial law and is expected to generate substantial revenue for the national budget.

Updated Export Transaction Rules

Under the new regulations:

  • 20% of proceeds from exports of finished goods and technologies,
  • 30% from exports of components will be allocated to a dedicated state budget fund.

For finished products, a minimum contract value of 15 million hryvnias has been set. This policy aims not only to enhance defense funding but also to stimulate domestic production.

Yuliia Svyrydenko noted that if a manufacturer can prove it can simultaneously fulfill both state and export contracts, it will be permitted to export.

The minister also stressed the importance of safeguarding Ukrainian technologies: they will be transferred without relinquishing intellectual property rights, with strict oversight of usage and re-export. This move will further prompt the Ministry of Defense to update its list of critical goods on a quarterly basis.

It is worth noting that over half of the weaponry currently used on the front lines is made in Ukraine. This underscores the critical need to develop and sustain local defense production amid modern challenges. The new export mechanism is expected to strengthen the country’s defense capabilities while also driving economic growth by attracting additional investment into the sector.

Implementing this system marks a pivotal step for Ukraine, as the wartime environment demands stability and growth within the defense industry. Potential increases in budget revenues from exports could help fund essential national needs, such as equipping the military and upgrading equipment. At the same time, tight controls on technology exports and intellectual property protection reflect Ukraine’s commitment to securing its national interests and advancing its own defense potential.
