The equipment was identified at the Votkinsk Plant, a key missile production facility.

The $10.3 billion total breaks down as follows:

  • $3.1 billion for the machine tools;
  • $4.9 billion for microchips.

This Chinese assistance comes despite a ban imposed by 39 countries, including the US and UK, on exporting 50 high-priority items to Russia.
