Cluster hospitals will assume the functions of MSCs: what will change from January.

Starting from January 1, 2025, the first stage of reforming the medical-social expertise system will begin. The main change involves transferring the functions of medical-social expertise to cluster hospitals with the implementation of a random selection system for doctors into commissions.

This was reported by Viktor Lyashko, the Minister of Health, in an interview with lb.ua.

According to the new model, cluster hospitals will have a specialized deputy and administrators to coordinate the expertise. An important feature will be the formation of a list of specialized doctors from which the system will automatically select commission members for each specific case.

"The system will choose a doctor from those available, selected by the hospital for this purpose. It may determine two out of five traumatologists, for example, or it may choose all. And the system will select them randomly," explained Lyashko.

The process of disability registration will begin as soon as the patient is admitted to the hospital. If the health condition meets the defined criteria, the electronic system will automatically indicate the necessity for a commission review.

The Minister emphasized the importance of the rehabilitation component: "There are requirements for each cluster hospital to create a rehabilitation department with a multidisciplinary team. Currently, over 70% of cluster hospitals already have them."

Currently, a legal decision is being considered to prohibit the heads of medical-social expertise from joining the new commissions after transitioning to hospitals. At the same Time, doctors who previously worked in the MSC system will be able to work in the hospital and participate in commission work if the hospital does not refuse them.
