Herman Halushchenko's Arrest

According to TSN.ua: Former Ukrainian Energy Minister Herman Halushchenko will remain in custody, following a ruling by the High Anti-Corruption Court (HACC). The court only partially upheld his appeal against what he claimed was an illegal detention. Halushchenko was arrested on the night of February 15, 2023, while attempting to leave the country in connection with a case involving the alleged embezzlement of funds from the state-owned enterprise 'Energoatom'. This case is part of a broader, ongoing crackdown on corruption within Ukraine's critical infrastructure sectors.

Halushchenko served as Minister of Energy from 2021 until 2025. He also held the position of Minister of Justice from July 17 to November 19, 2025. He is a suspect in the National Anti-Corruption Bureau's (NABU) 'Midas' case, which focuses on corruption in the energy sector. According to investigators, businessman Timur Mindich is the alleged organizer of the criminal scheme in which Halushchenko is implicated.

Sequence of Events

Halushchenko was interrogated by NABU in November 2023, and the case materials were made public on November 12. Subsequently, on November 14, 2023, he was removed from the National Security and Defense Council of Ukraine (NSDC). His tenure as Minister of Justice ended on November 19 when the Verkhovna Rada (Ukraine's parliament) dismissed him from the post. The situation remains tense as he stays in detention while the investigation proceeds. The case highlights the significant legal and political risks facing officials accused of graft, even at the highest levels of government.

Corruption cases involving state officials remain a top priority in Ukraine, especially during wartime as the country seeks to strengthen public trust in its institutions. Halushchenko's arrest and the charges of embezzlement underscore the critical importance of anti-corruption efforts in the energy sector, a cornerstone of the national economy. The outcome of this high-profile case could have substantial implications for Ukraine's political landscape and the future of reforms within its energy industry.
