According to TSN.ua: According to a recent report from the Institute for the Study of War (ISW), the Kremlin shows no willingness to make compromises to end its war against Ukraine. Russia maintains a set of priorities not addressed by the U.S.-proposed peace plan and continues to advance territorial claims, making a negotiated settlement highly difficult to achieve.

The ISW report, dated January 21, 2026, states that Vladimir Putin received a draft of the peace plan in early January 2025. The plan's central issues involve the status of occupied Crimea and parts of the Donbas, Zaporizhzhia, and Kherson regions. However, the Kremlin views the territories outlined in the plan as insufficient to meet its full demands. Dmitry Medvedev, the former Russian president, emphasized Russia's stance by stating,

"is reclaiming its own lands in Ukraine through war,"
a claim based on the widely discredited referendums held in 2022.

The Scope of Kremlin Demands

Moscow's requirements include formal recognition of Crimea and other territories under its control. The list of regions it seeks to discuss encompasses:
