Scrutiny of Taras Kachka's Performance

According to Espreso.tv: Martyna Boguslavets, head of the Anti-Corruption Center 'MEZHA', has suggested that Taras Kachka may be dismissed from his ministerial post overseeing European integration due to poor progress on a 10-reform action plan. Kachka signed this plan with EU Commissioner Marta Kos in December 2025. By early July, however, the European Commission assessed its implementation at roughly 15%.

Ukrainian President Volodymyr Zelenskyy has set a goal for Ukraine to join the European Union in 2027. To support this ambition, the sixth negotiation cluster—covering foreign policy—was opened on July 14, 2023. Yet, according to Boguslavets, public satisfaction with the minister remains low.

“There is indeed widespread information that the President does not intend to keep Taras Kachka in the role of minister.” — Martyna Boguslavets

Boguslavets argued it would be unfair to place all blame for the plan's failure solely on the minister:

“It is not just to hold the minister fully responsible for the failure to open all clusters simultaneously.”
She also noted that the President is likely not preoccupied with the Kachka-Kos plan’s shortcomings. This situation raises concerns, as fulfilling the planned reforms is a critical step in Ukraine’s European integration journey.

The Stakes of Reform Implementation

The case surrounding Taras Kachka highlights how crucial reform progress is for Ukraine’s EU path. To meet the 2027 accession target, the country must show significant advancement in implementing these changes. Amid public criticism and potential presidential intervention, future decisions on ministerial roles could substantially affect the pace of Ukraine’s European integration efforts.
