This underscores Moscow's ongoing efforts to shape the political landscape in Ukraine amidst the continuing war, a strategy aimed at undermining Kyiv's sovereignty.
Kremlin Initiatives and the International Response
In March 2025, Vladimir Putin proposed establishing a temporary external administration for Ukraine. This initiative was met with swift and firm rejection from the international community. Both UN Secretary-General António Guterres and White House National Security Council Spokesperson James Hewitt unequivocally dismissed the idea. Russian officials cite the illegal, sham 'referendums' held in 2022 in the occupied regions of Luhansk, Donetsk, Zaporizhzhia, and Kherson to justify their demands. As analysts from ISW note,
"the Kremlin's proposal for UN oversight of elections is an attempt to give Russia, a permanent UN Security Council member, a veto over any resolution that does not establish a UN governance system leading to a Russia-desired, pro-Kremlin political settlement in Kyiv."
Furthermore, ISW researchers point out that Kremlin pressure on Ukraine to hold elections before a final peace agreement is in place 'guarantees that Ukrainian authorities will be completely unable to control electoral processes in the Russian Federation.' This illustrates the inherent contradiction in Moscow's demands, which are designed to create impossible conditions for a legitimate democratic process.
