Uzhgorod — the third most expensive city in Ukraine: how much housing costs in August 2025.
In August 2025, Uzhgorod remains one of the most expensive cities in Ukraine for purchasing housing on the primary market. The market for new buildings in the city shows stable growth, although the pace of new housing construction has slowed down. Limited supply and high demand, especially due to an influx of displaced people, keep prices high.
The editorial office of Novyny.LIVE reports on the prices for apartments set by developers in Uzhgorod in August.
According to the LUN portal, the average price per square meter in new buildings in Uzhgorod is 47,900 UAH (1,150 USD). This places the city in third place after Lviv and Kyiv in terms of the cost per square meter.
In 2025, only 0.1 million square meters of housing were commissioned in the Transcarpathian region, which is significantly less than in 2024 (0.48 million square meters).
On the primary market of Uzhgorod, prices vary depending on the class of housing:
- Economy class: starting from 30,400 UAH/sqm (730 USD). These are the cheapest offers, often located in remote areas such as Radvanka or Horany. Such apartments usually require additional investment in repairs.
- Comfort segment: starting from 41,000 UAH/sqm (970 USD). A popular choice among young families and investors.
- Business segment: around 49,200 UAH/sqm (1,180 USD). Prices in this segment have decreased by 2% compared to the beginning of the year, but remain high.
- Premium segment: starting from 64,500 UAH/sqm (1,550 USD). The most expensive offers concentrated in the city center, for example, near the city council square.
The highest prices for new buildings have been recorded in the central districts of the city:
- Center: the average price per square meter is 1,733 USD/sqm. Here are premium complexes with modern layouts and developed infrastructure. For example, an apartment of 146 sqm in a new building in the center costs 18.67 million UAH;
- Chervenytsia: up to 1,816 USD/sqm. This area is popular due to its proximity to the center and picturesque views;
- Svepomots: up to 1,945 USD/sqm, making it the most expensive micro-district for one-room apartments.
Budget options can be found in remote areas:
- Radvanka: starting from 948 USD/sqm. Here they offer smart apartments up to 25 sqm at a price starting from 20,000 USD. Such apartments are popular among investors for further renting;
- Industrial: starting from 923 USD/sqm. But offers often require major repairs;
- Eastern: starting from 750 USD/sqm, which is the lowest price in the city. However, offers in this area are few due to limited construction.
High prices on the primary market of Uzhgorod are caused by several factors:
- Limited supply: the city has limited land resources for new construction, which constrains the growth of supply.
- Demand from displaced persons: Uzhgorod remains attractive for internally displaced persons due to safety and proximity to borders.
- Inflation and rising material costs: developers take into account the risks of the devaluation of the hryvnia and rising prices for building materials.
'At the same time, in the business and premium segments, demand remains low, so prices are almost unchanged. If the military or political situation worsens, price growth may stop', comments the commercial director of 'Intergal-Bud'

As reported, when purchasing a new apartment, it is important to remember that in addition to the cost of the property itself, mandatory taxes and fees provided by Ukrainian legislation must also be paid. These payments are an integral part of the process of formalizing ownership rights.
Furthermore, despite the challenges of war and economic instability, the real estate market remains resilient. The activity of buyers and renters corresponds to last year’s figures, and in the budget segments ('economy' and 'comfort'), it even increases, which facilitates the rapid sale of apartments.
Uzhgorod remains one of the most expensive cities in Ukraine for purchasing housing on the primary market due to limited supply, high demand, and other factors supporting high prices. The real estate market in the city demonstrates stable growth, and the introduction of new housing is slowed down, which also affects the pricing policy. It is important to consider these factors when purchasing housing in Uzhgorod.
