According to UATV: Alexander Lukashenko has acknowledged Belarus’s susceptibility to potential strikes from Ukraine and issued an apology to Ukrainian President Volodymyr Zelenskyy. The situation is further complicated by active military drills and Minsk’s support for Moscow’s efforts, despite Belarus’s official claim of neutrality.

By late May 2023, Ukraine’s commander of unmanned systems, Robert Brovdi, warned of possible strikes on Belarusian territory. In January 2022, an offensive into northern Ukraine—including the Kyiv region—was launched from Belarusian territory. This reinforces Ukraine’s view that Lukashenko’s regime acts as an accomplice to terrorism. Franak Viachorka, a representative of the Belarusian opposition, noted:

“Everything related to economic support, plus infrastructure support, Belarus is providing.”
