NABU uncovered a bribery scheme of over 1 million dollars for housing for military personnel: Case details.
According to ТСН: NABU and SAP have completed the investigations in the case of a bribe totaling 1.3 million dollars.
The law enforcement authorities have concluded their investigation into a case linked to a bribe of 1.3 million dollars for winning a tender for the construction of housing for military personnel. A former employee of the Ministry of Defense of Ukraine, along with accomplices, created a scheme to procure funds but was arrested after the first payment.
According to investigators, the former head of one of the departments of the Ministry of Defense promised a certain developer assistance in winning a competition for the construction of housing for soldiers in the Svyatoshyn district of Kyiv.
To implement this scheme, the accused involved two intermediaries from among the employees of the Ministry of Defense and the Armed Forces of Ukraine. His 'contribution' was estimated at 1.3 million dollars.
The money was to be handed over in three installments through bank safes:
100,000 dollars – before the start of the competition;
400,000 dollars – after the conclusion of the construction contract;
800,000 dollars – after the completion of the first phase of construction.
After the announcement of the competition, the developer requested to reduce the total amount to 1 million dollars, and the official agreed to this change.
In June, after the transfer of the first tranche of 100,000 dollars, law enforcement detained the intermediaries during the receipt of the money.
Despite the covert nature of the main suspect's activities, investigators were able to gather evidence of his involvement in the crime, which formed the basis for charges against him in August.
Currently, one of the intermediaries is already in court. Another participant in the scheme and a former official are in custody.
Moreover, the SBU and NABU uncovered a large-scale fraud of 102 million UAH at a state defense plant in the Zaporizhia and Dnipropetrovsk regions. According to investigations, the management of the company organized, together with the contractor, the purchase of components for the dynamic protection of tanks at prices three times higher than the market price.
This case again highlights the significant corruption problems in state authorities, especially in areas affecting defense. The importance of transparency and accountability in procurement processes for military equipment and services is becoming increasingly evident, especially in light of the current challenges facing the country.
