According to ТСН: The Ministry of Defense of Ukraine has announced the launch of a new feature in the "Reserve+" application that will allow conscripts to receive notifications about the sending of summons and violations of military registration.

TSN.ua explains how this new tool will work and also reminds the basic rules regarding summons: who delivers them, where this can be done, and when the document is considered received.

Notifications about Summons in "Reserve+": How It Will Work

In the "Reserve+" application, there will be an option to receive notifications that a summons has been sent to a person or that there is a notification about an administrative offense regarding military registration. This functionality is currently under development.

Oleg Berestoviy, head of the Main Department of Information Technologies of the Ministry of Defense, noted that the implementation of this feature was a response to user requests, and it is likely to be operational at the beginning of 2026. The mechanism will be simple and understandable, and users will be able to choose whether to receive such notifications.

"We were asked for such a feature by the users themselves on social networks, and we have taken this functionality into account. It is a logical step. It is, at a minimum, convenient. Everything will work very simply," he said.

However, the Ministry of Defense emphasizes that notifications in "Reserve+" do not constitute a legally significant delivery of a summons. Official notification will still be carried out in writing in accordance with current legislation.

"This is only an informational message, not an official delivery of a summons. In such a situation, a summons will still be sent in paper form. If you want, you will have the opportunity to know about it through the Reserve+ application," explained a Ministry of Defense representative.

Who Will Be Able to Deliver Summons from January 1

Now the procedure for delivering summons has become more complicated. They can be delivered not only by representatives of TCC and SP at the place of residence or work but also by other authorized persons.

According to information from the Kyiv Regional TCC and SP, the right to deliver summons belongs to:

  • representatives of structural subdivisions of district and city state administrations;

  • employees of executive bodies of village, settlement, city, and district councils;

  • employees of enterprises, institutions, and organizations;

  • representatives of intelligence agencies and the SBU for reservists and conscripts registered with them.

Lawyer Marina Bekalo noted that according to the resolution of the CMU No. 560, police officers can also be included in the notification groups, and during the notification of residents of apartment buildings, the heads of OSBB, representatives of employers, and educational institutions.

Where Summons Can Be Delivered

Summons can be delivered in various places and circumstances, including:

  • at the place of registered or declared residence;

  • at the place of work or study;

  • in public places;

  • at places of mass gatherings of people;

  • directly at TCC and SP;

  • at checkpoints and border crossing points.

During personal delivery, photo and video documentation is carried out, and in the presence of such confirmation, the summons is considered delivered.

What a Summons Looks Like: Required Items

A summons must contain a clearly defined list of data. The document must include:

  • surname, first name, patronymic, and date of birth of the addressee;

  • name of TCC and SP that issued the summons;

  • purpose of summons (registration, VLC, clarification of data, conscription);

  • place, date, and time of appearance;

  • signature of the official;

  • registration number of the summons;

  • explanation of the consequences of non-appearance and the obligation to notify the reasons for non-arrival.

Depending on the purpose of the summons, summons can be for military registration, passing VLC, clarifying accounting data, or conscription for military service.

Can TCC Representatives Wear Civilian Clothes

According to Marina Bekalo, military personnel from TCC and SP who are part of the notification groups must wear military uniforms with appropriate insignia. This is provided by the Law of Ukraine "On Military Duty and Military Service" and orders from the Ministry of Defense.

Members of notification groups who are not military personnel may dress in civilian clothing, for example, heads of OSBB, representatives of employers, or local government bodies.

What Documents Must TCC Representatives Present

When delivering a summons, the authorized person must state the purpose of the address and, at the request of the citizen, present documents. In particular:

  • passport of a citizen of Ukraine;

  • officer’s ID or military card;

  • official ID;

  • documents certifying the person authorized to deliver summons, certified by the head of the authority and with a company seal.

When Is a Summons Sent by Mail Considered Delivered

There are several cases when a postal item with a summons is considered delivered:

  • on the day of actual receipt by the addressee;

  • on the day of marking refusal to receive;

  • on the day of marking absence of the person at the address of residence reported by TCC;

  • on the day of marking absence at the registered address if no other address was reported by TCC.

Thus, even in the case of refusal to receive or not residing at the address, the summons is considered delivered.

Valid Reasons for Non-Attendance at a Summons

Valid reasons confirming non-attendance include illness, natural disasters, military actions and their consequences, as well as the death of a close relative. Such circumstances must be reported to TCC and SP no later than three days from the date indicated in the summons, necessarily with documentary evidence.

After that, the conscript must appear at TCC within a time frame not exceeding seven calendar days from the moment of reporting the reasons for non-attendance.

In connection with the expected changes in mobilization and reservation awaiting Ukrainians in 2026, it is important to be aware of the latest innovations to avoid misunderstandings and comply with the law.
