NBU introduces new limits on transfers starting June 1: who will lose 100 thousand hryvnias.
According to inkorr.com: Starting June 1, 2025, new restrictions on transfers established by the National Bank come into effect in Ukraine. These rules concern transfers between cards (P2P) and operations according to IBAN details and depend on the client's risk category and their officially confirmed income.
New NBU rules regarding transfers
According to the NBU regulation, starting June 2025, banks are required to consider the client category during transfers between individuals:
- up to 100,000 UAH per month – for clients with medium and low risk levels;
- up to 50,000 UAH per month – for high-risk clients without documented confirmed income.
These limits apply to both card-to-card transfers and payments according to IBAN details.
Why Ukraine introduced new transfer restrictions
The National Bank explains the introduction of new rules as a necessity:
- to combat money laundering and shadow schemes;
- to reduce risks of financing terrorism;
- to increase the transparency of the banking system;
- to align Ukrainian legislation with international AML/CFT standards.
Experts note that the new transfer limits will primarily affect those who actively use P2P services without official income.
What to do if the transfer limit is exceeded
Clients who exceed the established limits will need to confirm the sources of their funds. The bank may request:
- income or salary certificates;
- copies of contracts or receipts;
- other documents confirming the income.
If the client refuses to provide documents, they may be categorized as 'high-risk', which will reduce their limit to 50,000 UAH.
How to avoid transfer problems in 2025
Economists advise:
- to obtain official sources of income;
- to keep supporting documents for receipts;
- to clarify the terms regarding P2P transfers and IBAN transfers in advance with the bank;
- not to exceed monthly limits to avoid blocks and checks.
Thus, starting June 1, 2025, new NBU rules regarding transfers are introduced in Ukraine. Now clients with low and medium risk levels can transfer up to 100,000 UAH per month, while users without confirmed income – no more than 50,000 UAH.
These restrictions apply to all transfers from card to card and according to IBAN details. For most clients with official income, the innovations will not bring significant changes, but for those who actively use transfers without documentary confirmation, these rules may become a significant limitation.
