Norway prepares evacuation of civilians near the border with Russia: plan details.

According to ТСН: Amid increasing threats from Russia, the Norwegian authorities have begun developing evacuation plans for the civilian population in regions located near the border with the Russian Federation or that have strategic military significance.

The head of the Norwegian Directorate for Civil Protection (DSB) Elisabeth Orseter reported that DSB, along with the Norwegian Armed Forces and the police, is already assessing risks in border areas, particularly in the municipalities of Tromsø, Finnmark, and Sør-Varanger. Local authorities in these areas have begun preparations for a possible organized evacuation, which involves registering people being relocated and providing them with housing.

“We cannot allow even one Norwegian to end up on the other side of the occupation line,” emphasized Bardu mayor Toralf Heimdal.

Moreover, DSB specialists are exploring the possibilities of other municipalities that are ready to accept evacuees, particularly in the fields of medicine, education, social security, and housing.

Evacuation Plans

It is specified that updating and detailing evacuation plans will become one of the priorities of Norway’s civil protection for 2026.

Russian aggression, particularly the war against Ukraine, has provoked a large-scale review of defense and security approaches in European countries. Norway, as one of the NATO countries, is strengthening measures to enhance national resilience and readiness for emergencies.

Recall that on December 11 in Berlin, NATO Secretary General Mark Rutte called on European countries to prepare for war. He emphasized that Russia has brought war back to the EU, the scale of which could escalate to a global level.

Earlier, a Norwegian general explained why Putin did not abandon plans regarding Ukraine.

These measures indicate a new phase in Norway's approach to security, considering the increasing military risks. The country's authorities are focusing on a quick response to possible threats, as supporting the civilian population in critical moments is the foundation of state security.
