Ukrainian Civil Servants to Receive Pay Raises Starting in 2026.
Revised Salary Structure for State Employees
According to Novyny.live: Ukraine has approved a new salary schedule for civil servants and employees of executive authorities, effective January 2026. The increases, which vary by profession, are intended to improve working conditions for public sector workers. This reform is part of broader efforts to modernize Ukraine's public administration system.
The salary adjustments were finalized for 2026. The base salary for an employee at the 1st tariff grade will be 3,470 UAH. Under the new rates, a multiplier of 1.08607 will be applied. Consequently, the new base rate for Grade I from January 1, 2026, will be 4,248 UAH. The salaries for other grades are as follows:
- Grade II — 4,266 UAH,
- Grade III — 4,434 UAH,
- Grade IV — 4,635 UAH,
- Grade V — 4,833 UAH,
- Grade VI — 5,020 UAH.
Salaries Linked to Subsistence Minimum
A key feature of the reform is that, starting January 2026, civil servant salaries will be indexed to the official subsistence minimum, which is set at 3,328 UAH. This linkage means salaries will be adjusted in line with future changes to this minimum level. Furthermore, the maximum salary for heads of central government bodies is now capped at no more than 15 times the minimum salary for local-level civil servants.
These changes to the state pay structure aim to refine the compensation system, which is expected to influence the motivation and performance of government employees.
The approval of new official salaries for state employees represents a significant step in reforming Ukraine's civil service. Tying wages to the subsistence minimum could provide greater financial stability for public servants and enhance their motivation to fulfill their duties. This move has the potential to positively impact the overall effectiveness of public administration in the country.
