According to TSN.ua: A meeting involving Ukraine, the United States, and Russia took place in the United Arab Emirates, resulting in an agreement to exchange 314 prisoners of war. According to Ukrainian President Volodymyr Zelenskyy, this was the first such exchange since October 2025. The process secured the return of 150 Ukrainian military personnel and 7 civilians. This second round of consultations followed attacks on energy infrastructure on the night of February 2nd.

Zelenskyy's Call for Long-Term U.S. Security Guarantees

Zelenskyy confirmed that another meeting is planned but noted that substantial progress in negotiations is unlikely due to Russia's refusal to cease hostilities. The Ukrainian leader emphasized the critical importance of obtaining security guarantees from the United States, stating that a document outlining these American guarantees is 100% ready.

He also expressed hope that the U.S. President would focus on providing security assurances for Ukraine over the long term, 'for 30-40-50 years.' Furthermore, the formation of a coalition of resolute states is under consideration, with potential members including:

  • Great Britain
  • Norway
  • Iceland
  • Turkey

The U.S. role is separately highlighted; according to the Ukrainian strategy, American support could be provided without stationing U.S. troops on Ukrainian soil. This prisoner exchange, while a positive step, underscores the complex and tense situation in the region, particularly regarding ongoing combat.
