Ukraine’s Ombudsman Alerts: Medically Unfit Individuals Being Drafted as Recruitment Centers Ignore Health Records.

According to Novyny.live: A growing concern has emerged in Ukraine regarding the mobilization of individuals who are medically or age-wise unfit for military service. Ukraine’s Ombudsman, Dmytro Lubinets, has reported systemic failures in how recruitment authorities handle medical documentation. He stated that staff at Territorial Centers for Recruitment and Social Support (TCCs) often disregard the medical records of potential conscripts.
According to the information, a military unit may refuse to accept mobilized individuals if they are unable to perform combat duties. It is important to note that a Military Medical Commission (MMC) may identify a condition requiring urgent surgery—such as an inguinal hernia. Yet, even with serious health issues, people with significant medical complications can still be drafted.
Dmytro Lubinets emphasized: 'We have cases where a person reports their illnesses, even with proof of medical treatment in hand, and it is completely ignored.'
Among the documented cases is that of a man who was mobilized despite missing a large portion of his skull. This situation is alarming, as it highlights major flaws in how medical criteria are considered during the mobilization process.
The Urgent Need to Reform the Mobilization System
These issues surrounding the conscription of individuals with serious medical problems underscore the critical need for a more effective mechanism to verify and incorporate medical records. The situation becomes even more precarious during wartime, when it is essential to ensure that only those capable of performing combat roles are sent to the front lines. Taking the health of conscripts into account is not just a matter of humanity—it is also a strategic necessity for the country's defense capabilities.
