'European Truth' publishes the full text of the 'Minerals Agreement' between Ukraine and the USA

'European Truth' has posted on its website the full text of the 'Minerals Agreement' between Ukraine and the USA, which is to be signed this week. This document establishes the foundations for creating a bilateral Investment Recovery Fund.

'The agreement does not mention 500 billion of debt, nor 350, nor 100. That would be unfair to us,' said President Volodymyr Zelensky, commenting on the final draft of the agreement. According to the head of state, the next agreement will be more serious and complex and will require mandatory ratification in the Parliament of Ukraine.

According to Prime Minister Denys Shmyhal, the Ukrainian side was able to include in the agreement a reference to security guarantees, which was a key condition for Ukraine. The document is formulated in such a way that it will not require ratification by the Verkhovna Rada.

According to the text of the agreement, Ukraine's main obligation is to start negotiations with the USA on a detailed agreement regarding the establishment and operation of the Investment Recovery Fund, which will be owned by Ukraine and the USA. Ukraine commits to contribute 50% of all revenues from the future monetization of the corresponding natural resource assets to the Fund, while the current revenue management remains under the control of Ukraine. In addition, contributions to the Fund will be reinvested in Ukraine to support the safety, protection, and prosperity of the country.

The management of the Fund will be carried out by representatives of Ukraine and the USA. According to sources from 'European Truth', the Ukrainian negotiating team has changed the tone of the agreement compared to previous US proposals, making this document more beneficial for Ukraine.
